How will the Moustoir hub – made up of the Town Hall, the aquatic centre, the stadium and the Grand Théâtre – be supplied with energy in the years to come? The will of the mayor of Lorient, Fabrice Loher, is clear: investment in new equipment is needed. Created in 2003, the current system, a centralised boiler room with a wood and gas boiler (in case of emergency), has reached the end of its cycle. To replace it, the majority is considering a renewable heat network that would supply municipal buildings, but also other facilities in the surrounding area, such as the Plateau des 4 Vents, public facilities, etc.

Reduce VAT

To do this, the majority wants to outsource this equipment through a public service delegation agreement (DSP). “This type of network has advantages, particularly tax advantages since it allows VAT to be reduced. We can also benefit from better financing,” insists Fabrice Loher. The DSP agreement will include, among other things, the design and construction of a biomass boiler room, the creation and development of a heat distribution network in the Moustoir sector, the management, maintenance, upkeep and supply of wood from sustainably managed sectors. “We have a player who could meet this agreement: our SPL Bois énergie renouvelable.”
