Mr President of the Republic,
Following your address to the nation on December 31, 2024, we note that you therefore knew that you did not need a law for a call for applications for nominal positions.
Why didn’t you carry out this exercise from the start of your mandate and thus respect your campaign promises?
Your idea of a platform ‘Ligeeyal Sa Reew’ is a good option but will those who are already appointed be dismissed to allow the most deserving to take up service? Where will they have to wait?
Mr. President Bassirou Diomaye Faye, your attachment to peace and stability is to be saluted. It comes back like a song in your various speeches.
Your address to the nation on December 31 is no exception.
What about your attachment to materializing it through actions?
On the eve of the legislative elections, you expressed it forcefully, but it was the head of your party’s Dakar list who asked for machetes and knives to be used.
What about the attack on the headquarters of Sàmm Sa Kàddu following this unfortunate declaration?
It was also your Prime Minister who asked to invade the house of a leading candidate in this case Barthelemy Dias and to attack the convoy of Sàmm Sa Kàddu exposing its leaders to the violence of his supporters.
Was it with your anointing, he who has your “total trust”?
Mr. President of the Republic
Your desire for transparency by giving more space to the opposition, civil society, unions and the National Order of Experts in the Oil and Gas Strategy Orientation Committee (COS PETROGAZ) is a good thing.
However, Mr. President, why have the intergenerational fund been housed in the Presidency of the Republic when Law No. 2022-09 governing the distribution and management of revenues from the exploitation of hydrocarbons provides for its management by the Sovereign Fund? Strategic Investments of Senegal (FONSIS SA)? And Decree No. 2024-153 had, consequently, already established the management and administration modalities of the FIG.
How to explain such
measure in a concern for transparency expressed?
Mr. President of the Republic, we encourage you for the decision to close foreign military bases from 2025. It is a non-negotiable question of sovereignty.
Mr. President, I end this note by drawing your attention to the fact that the name “Diomaye Plan for Casamance” is not appropriate in a republic. Even if the idea is good, personalizing the name of a plan clashes with the principle of continuity of the State. The state form of political power is an impersonal form in which political power is conceived as distinct from the person who exercises it.
Happy New Year, Mr. President of the Republic.
Thierno Bocoum
