REAL ESTATE
Fight against thermal strainers
The rental of class G housing in the energy performance diagnosis (DPE), being the most energy-intensive, is now prohibited for rental (in application of the “Climate and Resilience” Law of August 22, 2021).
New rules for tourist rentals
The taxation of rentals of furnished real estate to tourists changes in 2025 following the law of November 19, 2024 aimed at strengthening the regulatory tools for furnished tourist accommodation at the local level. Thus, a new tax reduction rate is set at 50% for classified furnished accommodation and guest rooms within the limit of €77,700 of annual rental income and at 30% for unclassified furnished accommodation up to €15,000. annual rental income. The energy performance diagnosis becomes mandatory, and the powers of municipal mayors are expanded.
Extension of the right to information on the legal obligation to brushwoodement
Owners of real estate located near forest areas classified as at risk of fire must inform buyers or tenants of the obligation to clear their land.
SAVINGS
Revaluation of the calculation of APL
As part of the decree relating to the calculation of personal housing assistance (APL) for the year 2025, the resource parameters taken into account for the calculation of APL will be revalued.
Revaluation of pensions by 2.2%
Basic pensions will be increased by 2.2%, in line with inflation. This development results from the motion of censure voted against the Government on December 4, 2024.
Reduction in the annual interest rate for home savings plans to 1.75%
Its rate goes from 2.25% to 1.75%. However, this reduction has no impact on plans opened before 1is January 2025. In fact, the rate of the housing savings plan is fixed at its opening.
Evolution of the legal interest rate in the first half of 2025
The legal interest rate, used to calculate penalties in the event of late payment to a creditor, was set by an order published in the Official Journal of December 17, 2024 for application from January 1, 2025: 7 .21% for claims of natural persons not acting for professional purposes, and 3.71% for all other cases.
Evolution of tax stamp rates
Mail and parcel rates for the universal postal service will increase by an average of 6.8%.
HEALTH
Eevolution of the daily allowance for the caregiver (AJPA)
The duration of AJPA compensation can be renewed if a caregiver helps several people over the course of their life. This person will be able to benefit from 66 days of compensation for each person assisted, with a maximum of 264 days over the course of a lifetime.
Increase in the social security ceiling to 1.6%
The Social Security ceiling (PASS) is reassessed each year on January 1st depending on changes in salaries. It corresponds to the maximum amount of remuneration or earnings taken into account to calculate social rights, certain contributions and define the basis of certain contributions. On January 1, 2025, the PASS will amount to €47,100 and the monthly ceiling to €3,925.
Obligation of complementary health insurance in the public service
In accordance with a decree published on July 4, 2024, public employers in the State are required to finance part of the additional health protection of their agents, up to 50% of a theoretical monthly contribution known as “balancing contribution”. “. In addition, public employers subscribe to a single supplementary health plan for their agents (permanent and contractual). However, exemptions are possible in certain situations.

Reduction of plastic
Structures welcoming children (schools, nurseries and specific medical establishments in municipalities with 2,000 inhabitants or more) will no longer be able to use plastic food containers for cooking, reheating and serving.
Evolution of the ecological bonus for low-polluting vehicles
In application of the decree of November 29, 2024 relating to aid for the purchase or rental of low-polluting vehicles, the ecological bonus is evolving: modification of the amounts of the ecological bonus for new passenger cars and setting of a maximum budget envelope for granting of this aid. It also removes: the ecological bonus for new vans for individuals and legal entities, the ecological bonus for two-three wheels and motorized quadricycles as well as for cycles and, the conversion bonus for all vehicles.
Revision of the retrofit bonus
The retrofit consists of replacing the thermal engine of a vehicle (petrol or diesel) with an electric or hybrid motor by an approved professional in order to give it a second life. In order to increase the share of low-polluting vehicles in circulation, and financially support vehicle owners who wish to transform their vehicle, the income thresholds eligible for this aid were revised by decree of November 29, 2024 relating to purchase aid or the rental of low-polluting vehicles.
Circulation restrictions for Crit'Air 3 cars
Low emission zones (ZFE) will be tightened from January 2025. Vehicles classified Crit'Air 3 will be banned in several large metropolises with restrictive time slots varying depending on the city. In Strasbourg, a postponement until 2027 is envisaged thanks to an improvement in air quality.
