Gas prices, DPE, “shrinkflation”… what changes on July 1st

After the changes in June, including the increase in gas prices, the obligation of internships in the second year of high school and the simplification of certain medical procedures, new measures will have an impact on the daily lives of the French this month. Here are the changes expected from July 1st. However, some of these measures are subject to the results of the legislative elections.

· Gas prices on the rise

The gas bill will increase with an increase of 11.7% compared to June. The average price will be 131.59 euros/MWh for cooking and hot water and 102.61 euros/MWt including tax for heating.

This increase is due to the revaluation of the tariff of the redistribution networks, the evolution of prices and the reduction in subscribers between whom the costs of the transmission networks must be distributed.

· Revaluation of unemployment insurance

Unemployment insurance benefits will be increased by 1.2% on July 1, Unédic has indicated. This measure would affect approximately 2 million job seekers receiving benefits out of approximately 2.7 million in total.

On May 26, Prime Minister Gabriel Attal also announced that he wanted to tighten certain rules for benefiting from unemployment insurance. A new decree, which was to be published before 1is July, will be taken after the election weekend “in the next few days,” the Ministry of Labor said. It would now require having worked 8 months out of the last 20 months, compared to 6 months out of the last 24 months today.

· Tax: the online declaration correction service opens

If you have made an oversight or mistake when declaring your taxes, from July 31, you will be able to modify items declared on 2023 income using the online declaration correction service available on impots.gouv.fr.

This will close on December 4, 2024 inclusive, warns the Public Treasury.

·MaPrimRenov’ is evolving

From July 1, 2024, MaPrimeRénov’ should exclude housing with an energy performance diagnosis (DPE) F or G if they only do one type of work. The previous version of this aid already aimed to limit its granting for single actions, in order to encourage comprehensive renovations of older buildings.

· Evolution of the DPE for small surfaces

The method for calculating the energy performance diagnosis (DPE) is revised for housing with a living area of less than 40 m2. The current calculation method based on energy consumption per m2 penalizes these small housing units in which fixed energy costs are high.

Thus, a large proportion of small housing units are classified F or G. This measure will allow the owners of these poorly classified units to continue to rent them out.

· Consumer information on “shrinkflation”

In large stores, the upward trend in the prices of consumer products that have suffered a reduction in quantity must be indicated.

This phenomenon of “shrinkflation” or “reduflation” has gained importance in recent months. According to the Ministry of the Economy, it designates “commercial practices having the effect of masking the reduction in the quantity of certain products while maintaining their price or even increasing it”.

· A new savings plan for the youngest

The “climate future savings plan” (PEAC) for under-21s will be available from 1is July. The objective is to mobilize the savings of young people in favor of the ecological transition. His rate of remuneration is variable, because it is not set by the State.

It is possible to open it from the birth of a child, but the amounts are blocked until the holder reaches the age of majority. As for Livret A, the ceiling will be 22,950 euros.
