This July 1, 2024, a series of changes will change the habits of the French, report - and France Bleu. Among them, the increase in the price of gas, a new calculation for the DPE of housing of less than 40 m² and an increase in rent ceilings in Paris.

Increase in gas prices

The Energy Regulatory Commission (CRE) announced an increase of 11.7% (compared to the month of June) in the benchmark gas sales price (PRVG). The increase will be used to cover network maintenance costs. The price will remain, according to the CRE, “ lower by 4.70 euros/MWh including tax than the average PRVG of January 1, 2024 (-3.5%) “, reaching an average of 129.20 euros per megawatt hour.

A new savings plan for young people

Those under 21 will have access to a future climate savings plan (PEAC). They will be able to deposit up to 22,950 euros there (as in a Livret A), and its rate will vary depending on the financial markets. This plan is based on the green industry law and will allow the financing of low carbon projects.

New calculation of the DPE

The energy performance diagnosis changes for housing with a surface area of ​​40 m² or less. This new calculation should allow the revaluation of the energy class of housing currently considered as ” energy strainers “. Owners will be able to commission new valuations. This should allow some apartments to return to the market without additional work.

Reform on rural areas comes into force

The reform of the ” rural revitalization areas ” comes into force on July 1. It concerns 17,700 municipalities, spread across 14 departments, whose residents will be able to benefit from tax and social security exemptions. This should increase the attractiveness of these areas, particularly for medical professions and other businesses.

Rent ceilings raised in Paris

A prefectural decree published on May 28 set for the coming year the reference rents, those increased and those reduced applicable in the city of Paris. It will be applicable from July 1. As before, the ceilings depend on the year of construction, the number of rooms and the geographic area. The highest rents can only be applied to new rentals.

Towards a control of the “ shrinkflation »

From July 1, large stores (over 400 m²) will be required to clearly indicate on the shelves or product packaging when the price of said products has stagnated or increased but their quantity has decreased. The word ” shrinkflation ” is a contraction of the English words for ” reduction » et « inflation ».

Among the other changes on July 1, we note the 1.2% increase in unemployment benefits and an obligation for new vehicles to have an AIV (intelligent speed adaptation system).
