The Council of State must rule in the coming weeks on the final appeal of opponents of the Tour Occitanie, in Toulouse. This Thursday morning, during the hearing, the public rapporteur considered the procedure on the building permit valid. If the magistrates decide in this direction, justice will give the green light to the skyscraper project in Toulouse.
Unveiled at the Cannes real estate professionals’ show, Mipim, in March 2017, the 150-meter high skyscraper project near Matabiau station, the Tour Occitanie, reached an important milestone this Thursday, October 10 during a hearing before the Council of State seized by the opponents for what is, at this stage, their final appeal.
The public rapporteur, whose opinions are in principle followed by the court, requested the rejection of the opponents’ appeal and the validation of the entire contested procedure which related to the validity of the building permit issued by the Toulouse town hall in 2019.
The Council of State must render its decision in two or three weeks. If it follows the opinion of the public reporting magistrate, justice will give the green light to the project.
What timetable?
Attacked before the administrative courts since 2018 by three associations and local residents who believe that the Tour Occitanie is “a heresy” in the era of global warming, Philippe Journo, the director of the Compagnie de Phalsbourg, the developer, has always affirmed that he would “do the Tower”. He said it again in our columns last February, when the administrative court of appeal dismissed the opponents.
The judicial green light will put an end to a long standoff but not to the protest, opponents are already warning through the voice of Richard Mébaoudj, who chairs the association “No to the skyscraper of Toulouse”.
The developer announced that the project would be reviewed, probably not from the point of view of its architecture but from the distribution of square meters. It is following this work that the completion schedule should be revealed by the Compagnie de Phalsbourg.
