The prison population in continues to break records, reaching 80,792 inmates on December 1 for 62,404 places available, according to figures published Tuesday by the Ministry of Justice. The overall prison density stands at 129.5%, accentuating a chronic problem of overcrowding in the country's prisons.

In around fifteen prisons, the density exceeds 200%, forcing 4,255 prisoners to sleep on mattresses placed on the floor. The situation is particularly critical in remand centers, where the density reaches 156.8%. These establishments accommodate both defendants, still presumed innocent, and those sentenced to short sentences. Among the detainees, 21,291 are awaiting final judgment.

A very bad position in Europe

Including the 16,580 people placed on an electronic bracelet or benefiting from external placement, the total number of people under arrest reaches 97,372. These figures confirm France's poor position in Europe in terms of prison overcrowding, placing third behind Cyprus and Romania, according to a Council of Europe study published in June.

Despite measures such as the ban on prison sentences of less than one month, the adjustment of sentences and the development of community service, the phenomenon is getting worse. The plan to build 15,000 additional places by 2027, announced by the authorities, is compromised, as recognized by Didier Migaud, former Minister of Justice, who warned of delays in its implementation.
