The summary judge of the administrative court of Orléans (Loiret) appointed an architect to look into the state of a building “in danger”.

A building which is located on the Swan Squarein the city center of Chartres (Eure-et-Loir).

A “danger to public safety”

The mayor of Chartres, Jean-Pierre Gorges, had in fact seized the interim relief judge of the administrative court of Orléans on 11 avril 2024.

He wanted an expert to be appointed “for the purpose of examining the condition of the commercial building” located at No. 26 of the Place du Cygnecurrently occupied by a women’s ready-to-wear boutique.

Stagnant water in the cellar, a supporting pole resting in the void…

This building ” presents a danger to public safety“, argued the local elected official to the Orléans jurisdiction. He was particularly concerned about ” the presence of humidity, stagnant water and potential sinkholes in the cellar“. A fontis being a local collapse of the ground caused by the progressive landslide of the land overcoming an underground void.

Concerns also about the presence of “a load-bearing concrete post resting in the void« , the « poor condition of all the wooden beams ” or the “poor condition of the wooden staircase and numerous cracks”.

“A serious risk of the building collapsing”

All this creates a serious “ risk of collapse » to the building, is convinced Jean-Pierre Gorges.

In an order dated April 11, 2024, which has just been made public, the summary judge of the Orléans administrative court therefore appointed Antoine Louis Vecchio, expert architect based in Chartres to “go to the scene” and “give your opinion on the state of the building and the seriousness of the danger it presents”.

It will also have to look into ” the condition of adjoining buildings ” and, possibly, “propose provisional measures likely to put an end to the risk of danger to public safety”.
