It was one of the big pieces of the plenary session of June 21: the 2024-2030 middle school plan was presented. After an initial plan (2016-2024) which allowed the reconstruction or rehabilitation of fourteen establishments (Bernay, Broglie, Évreux, Louviers, Mesnil-en-Ouche, Pont-de-l’Arche, Routot, Vernon, Le Neubourg, La Saussaye, Bourneville, Gravigny, Val d’Hazey and Rugles) for nearly €250 million, the Department is launching a new plan. Fourteen new establishments will be affected.

More than €110 million of investments

“We want to finish with the last ones Pailleron type collegeswhich date from the 70s and are, with their metal structures, very dangerous in the event of fire. We then chose to rebuild or restructure the most dilapidated establishments and half-boards and especially plan the major energy renovation of the most energy-intensive colleges,” says Florence Gautiervice-president in charge of colleges.

The plan will be broken down into two phases: nine colleges will see work undertaken between 2024 and 2028, and five others will be renovated or rebuilt from 2028. For the first phase, the establishments concerned are located in Andelys (Roger-Gaudeau, 15, 50 M€), in Beuzeville (Jacques-Brel, 12.70 M€), in Neubourg (Pierre-Corneille, 16 M€), in Thiberville (Janine-Vancayzeele, 16 M€), in Montfort-sur-Risle ( Marcel-Marceron, €16 million), in Louviers (Les Fougères, €3 million), in Saint-Marcel (Leonard-de-Vinci, €4 million), in Évreux (Paul-Bert, €1 million) and in Grand -Bourgtheroulde (Jean-de-La-Fontaine, €4 million). The second phase will take place in the colleges of Gasny (Marc-Chagall, €4 million), Mesnils-sur-Iton (Aimé-Charpentier €7 million), Breteuil-sur-Iton (Evariste-Gallois, €8.50 million). €), Brionne (Pierre-Brossolette, estimate in progress) and Ézy-sur-Eure (Claude-Monet, €7 million).

Total investments should exceed €110 million (the amount of some work remains to be estimated). Much lower than during the previous plan, which was around €250 million. The most dilapidated and obsolete colleges have, in fact, been rebuilt.

Above all, “to preserve its budgetary balances, the Departmental Council intends to finance this “College Plan 2” with a significant portion of subsidies which will be requested from the State and the European Union (Green Funds, DSID, Just Transition Fund ),” specifies the Department.

In addition to the end of Pailleron colleges, the vice-president in charge of the subject hopes that “100% of colleges will be video protected before the end of 2025”.

“We must give our young people every chance of success by providing them with modern, safe, connected and ecologically responsible establishments. These two college plans weigh heavily on the Department’s finances, but it is a priority and we want to see through what we have started. In two terms, more than half of the 55 colleges or half-boarding schools in the department will have been renovated or rebuilt,” says Alexandre Rassaërt, President of the Department, to promote this plan.

The deliberation was adopted unanimously.
