The labeling marks the first step in the SERM implementation procedure. The Ministry of Ecological Transition and Territorial Cohesion relied on the files provided by the communities to select the labeled projects. These files present the general ambition, the local actors mobilized, the scope concerned and the major strategic orientations.

The next steps

The Montpellier project has therefore successfully passed the first stage. Other SERM projects are currently being examined for the cities of Avignon, Marseille, Nice, Orléans, Toulon, as well as the Basco-Landais, Côte d’Opale and Franco-Suisse projects. They may be subject to labelling during a second wave.

Metropolitan regional express networks by 2040

The development of metropolitan regional express networks (RER) in large cities was relaunched by the Head of State in November 2022. The government confirmed this project in February 2023, with the presentation of a rail development plan equipped with of 100 billion euros by 2040. The law aims to evolve the missions of the Société du Grand Paris to allow the establishment of future metropolitan RERs, the SERMs.
