This bill proposed by the Haut-Savoie Senator targets lithium batteries and nitrous oxide cartridges in particular.

A transpartisan law

The Haut-Savoyard has joined forces with the President of the Committee on Regional Planning and Sustainable Development of the Senate, Jean François Longeot for this bill which is intended to be a transpartisan approach. The objective is to make marketers responsible in order to better combat sorting errors and therefore related fires.

A fund to reimburse the damage

The environmental, health and economic impacts are significant. The text provides for awareness raising on the part of eco-organizations, but above all accountability for companies that market these batteries and cartridges. A fund would be set up to cover part of the cost of the fires. Cyril Pellevat explains that “this fund financed by producers of electrical and electronic equipment and batteries or approved eco-organizations and individual systems will thus be intended to cover half of the costs generated by fires caused by ‘ignition of batteries that are poorly collected or impossible to extract’.

The “polluter pays” principle

The bill also provides for the application of the “polluter pays” principle through the integration of nitrous oxide gas cartridges within the Hazardous Waste EPR (DDS). This integration will make it possible to identify a source of financing for the collection and processing supported by local authorities.
