The revelation will not soften the mood in Prilly, a commune in western Lausanne that has been embroiled for two years in a pre-emption right affair – a subject on which the left and the right are irreconcilable. It also revives tensions between the municipality and the State, while the PLR president of the government, Christelle Luisier, is accused of conflict of interest in an article in the online media Blick.ch, and the Prilly executive with a left-wing majority is calling for greater transparency.

What is it about? Under the recent law on the preservation and promotion of rental housing, the city of Prilly preempted a plot of land for 62 million in 2022 under the noses of three companies that had planned to buy it. The right-wing parties appealed to the Council of State against the decision of the Municipal Council. The government, chaired by lawyer Christelle Luisier, annulled the decision, considering that the number of councilors present at the time of the vote was insufficient to validate it. It should also be noted that the appeal was taken into consideration by the Council of State even though the government admitted that the political parties did not have the right to appeal.
