It is a roadmap intended “to transform the transport system to meet the economic, environmental and quality of life challenges of Ile-de-France residents. » Its name: the Île-de-France Mobility Plan (Pdmif).
Main directions
During the last community council of Cergy-Pontoise (Val-d'Oise), the elected officials of the former New Town examined this structuring document which aims by 2030 to “reduce greenhouse gas emissions by 26% linked to travel, the reduction in the concentration of pollutants below regulatory values, the improvement of road safety and the reduction by half of traffic accidents.
If the Cergy-Pontoise urban community “is consistent with the major orientations and objectives defined” in the Pdmif, it nevertheless expresses “reservations and requests”. Zoom shot.
Rer A. The agglomeration is asking for “a rebalancing of the supply on the Cergy branch of the Rer A” thanks to “the arrival of Eole in Poissy”. “The challenge is the improvement of service by the Rer A, the Cergy branch offering an insufficient frequency in view of its attendance. »
“The poor quality of service is a major harm for the areas served by this branch (from Achères-Villes to Cergy-le-Haut, via Conflans, Neuville, Cergy-Préfecture and Cergy-St-Christophe), which it is about the quality of life of the inhabitants concerned or the economic attractiveness of the territories, the agglomeration emphasizes. Indeed, for a similar frequency of five trains today for each of the branches, the number of users is four times greater in Cergy than in Poissy. This improvement is essential for the attractiveness of the Cergy-Pontoise region and for the quality of life of its inhabitants who travel daily aboard the Rer A, in unacceptable conditions of saturation of the trains to date. »
A north exit at Cergy-Préfecture station. This project led by Sncf is part of the ongoing requalification of the Cergy-Préfecture station hub.
“The creation of the North exit is essential to relieve congestion at the only exit from the station which has 22,000 travelers per day. It would improve the connection between the station and the CY University higher education sites (Chênes site, Saint-Martin site) in the immediate vicinity. »
A tram between Achères and Cergy
T 13. The agglomeration is also pushing for the “implementation of the extension of the T13 to Cergy-Pontoise to correspond to the SDRIF-e”. The project consists of extending tramway line 13 from Achères to Cergy-Pontoise. The studies will begin in 2025.
The former New Town is calling for “the inclusion of T13 in the Ile-de-France Mobility Plan to harmonize all of these planning documents, the resumption of the corresponding studies included in the State-Region Plan Contract ( Cper) as soon as possible and the registration of work credits at the next Cper”.
The A15 limited to 50 km/h?
This is one of the objectives of the Ile-de-France Mobility Plan: improving road safety. “The agglomeration is crossed by the A15 in urban areas, remind Cergypontain elected officials. These portions of motorways are limited to 90 km/h and 110 km/h. The accident rate is the highest on these roads at within the agglomeration In order to limit accidents, greenhouse gas and noise pollution, the agglomeration is asking to reduce the speed to 70 km/h or even. 50 km/h on the entire crossing of the A15 at Cergy-Pontoise.
Bus with high level of service. The agglomeration is working towards the creation of a Tzen, in other words a bus with a high level of service, in the Hautil sector.
Running on its own site, its mission will be to connect two strategic sites: the Conflans-Sainte-Honorine station and the Cergy-Préfecture station hub.
Bus with high level of service again. Cergypontain elected officials are campaigning for the creation of a Tzen between the Cergy-Préfecture and Pontoise stations. A connection which “constitutes a major challenge for the territory and for the Region”.
Car express. The agglomeration intends to “deploy a new network of express coaches to connect the living areas of Cergy and Roissy”. “The Express line 95-18 connects Cergy-Pontoise to Roissy in 56 minutes compared to 30 to 45 minutes by car. It is necessary that structuring and efficient transport linking Cergy-Pontoise to Roissy be planned in line with the objective of reducing carbon-intensive travel. »
Increase and secure the supply of bicycle parking. The Ile-de-France Mobility Plan project provides for a new requirement consisting of applying a ratio of the number of bicycle parking spaces to the number of on-street car parking spaces per geographical area. 1 bicycle space for 2 car spaces on the road is thus planned for the municipalities of Cergy, Pontoise and Saint-Ouen l'Aumône. 1 bicycle space for 3 car spaces on roads for the municipalities of Courdimanche, Eragny, Jouy-le-Moutier, Maurecourt, Neuville, Osny, Puiseux-Pontoise and Vauréal.
The agglomeration “issues an unfavorable opinion regarding this prescription which does not seem coherent in the outer suburbs, bicycle parking results from a need according to the urban typologies of the territory rather than from a ratio defined by zones established according to their level accessibility by public transport. Such a theoretical ratio does not correspond to the reality of uses and needs.”
Cergypontain elected officials prefer “the principle of deploying hoops when this is identified as necessary (equipment service, shops, etc.). Inefficient bicycle racks could clutter public space to the detriment of other uses.”
