Urban planning – Management of the Roye and Montdidier swimming pools will remain in the hands of the municipalities. After several months of discussions, the community of communes of Grand Roye decided not to take over the management of this equipment. On the other hand, financial support will be provided to reduce costs, in the form of a competition fund.
An important planning decision
The question of whether the swimming pools of Roye and Montdidier should be managed by the community of communes emerged following a report from the regional chamber of accounts. This report suggested that intermunicipal management could reduce expenditure. However, the town of Roye, already heavily in debt after the construction of the Arobase complex, expressed its financial concerns.
After discussions, elected officials chose to maintain management of the swimming pools at the municipal level, while providing financial support from the community of municipalities. This competition fund will make it possible to contribute to expenses linked to equipment which benefits the entire territory.
Support from the municipality
The municipality of Roye insisted on the importance of compensating “centrality charges”, that is to say the costs incurred by the city for equipment which benefits the entire community of municipalities. This support is therefore a symbolic gesture, while the city has also clarified that it will not set up a higher entrance fee for residents outside Roye.
Uncertainty around water and sanitation
If the swimming pools issue now seems settled, another question remains unanswered: that of the transfer of skills over drinking water and sanitation. Initially planned for 2026, this transfer to the communities of municipalities was relaxed by a bill adopted by the Senate in October 2024. If the text is validated by the National Assembly, each community of municipalities will be able to decide each year whether it resumes or not these skills.
