Activation of the prefectural level N1 alert procedure
Taking into account the forecasts issued by Atmo Auvergne Rhône-Alpes, the prefectural procedurelevel N1 alert is activated from today for the Lyonnais Nord-Isère air basin.
The measures detailed below, which aim to reduce sources of polluting emissions, take effect from today at 5:00 p.m. with the exception of measures relating to the transport sector which are implemented from 5:00 a.m.
Measures relating to the transport sector
– A temporary reduction in the speed of 20 km/h is introduced for all motor vehicles on all roads in the Lyon Nord-Isère air basin where the authorized speed limit is normally greater than or equal to 90 km/h. Axes with an authorized speed of 80 km/h are limited to 70 km/h.
– Differentiated traffic is implemented in accordance with the provisions of article 9.1 of prefectural decree no. 38-2020-06-05-002 of June 5, 2020. It will apply from has 5h00 according to the following terms:
– Only vehicles displaying a Crit'air air quality certificate of class “0 engine emissions”, class 1, or class 2, or class 3 or class 4 are authorized to circulate in the municipalities of Bourgoin- Jallieu, Chasse-sur-Rhône, L’Isle d’Abeau, Pont-Evêque, Saint-Quentin-Fallavier, Vaulx-Milieu, La Verpillère, Vienne, Villefontaine and Seyssuel.
– This last restriction does not apply to the following roads for which only the obligation to have an air quality certificate is necessary:
The A7, A7 North, A43, A48, A49 and RN7 motorways.
– A modification of the format of mechanical competitions with thermal engines is introduced by reducing training and testing times in the northern Lyon Isère basin. If differentiated traffic is implemented, vehicles participating in these competitions are required to affix a compliant air quality certificate.
Measures relating to the residential sector
– The use of wood and its derivatives as individual supplementary or recreational heating is prohibited.
– The practice of burning waste is completely prohibited: any exemptions are suspended.
– The heating temperature of buildings must be controlled and reduced, on volume average, to 18°C.
– Maintenance or cleaning work with non-electric tools or with products based on organic solvents (white spirit, paint, varnish) must be postponed until the end of the pollution episode. The measure applies in green spaces and public gardens, but also in private places.
Mmeasures relating to the agricultural sector
– The practice of burning is prohibited in the Lyonnais Nord-Isère air basin. Any exemptions are suspended.
– The burning of agricultural and forestry by-products is prohibited in the Lyonnais Nord-Isère air basin. Any exemptions are suspended.
Mesures relatives au industrial sector
– Operators raise staff awareness and observe increased vigilance on the operation of installations (operating parameters, stabilization of loads, proper functioning of treatment systems, etc.) and on the application of good practices.
– Any production unit equipped with reinforced pollution control systems must activate their operation for the duration of the pollution episode.
– Any establishment emitting fine particles, NOx, or VOCs must modify its activity and implement any appropriate measures to reduce its emissions. Thus, operations emitting VOCs must be postponed until the end of the episode: maintenance work, degassing of an installation, loading or unloading of products emitting volatile organic compounds in the absence of a vapor recovery device, etc. . Likewise, operations emitting particles or nitrogen oxides (waste handling, grinding, transfer of materials, etc.) in the absence of an adequate treatment device must be postponed until the end of the episode.
– The use of generators, for the duration of the pollution episode, is only authorized to satisfy the electrical supply of essential interests, in particular security.
– Any establishment equipped with a combustion installation that can operate with several types of fuel must use the least emitting fuel.
– The use of thermal handling equipment must be limited in favor of electric equipment for establishments equipped with both types of equipment.
Large ICPE emitters:The specific requirements provided for in the ICPE operating authorizations in the event of a level 1 pollution alert are activated, under the conditions provided for by said authorizations, by the operators concerned.
Measures relating to the construction site and quarry sector
– Any company whose activity on construction sites generates dust must reduce it. Maintaining activity is conditional on the implementation of effective compensatory measures (watering, etc.).
– The use of generators, for the duration of the pollution episode, is only authorized to satisfy the electrical supply of essential interests, in particular security.
Measures relating to pyrotechnic shows
– Fireworks are prohibited in the Lyonnais Nord-Isère air basin during the pollution episode.
Furthermore, in order to protect the population from the effects of the pollution peak, the prefect of Isère makes the following recommendations:
– Stay away from major roads during peak periods;
– Keep your children away from automobile pollution;
– Limit outings during the afternoon (1 p.m. to 8 p.m.)
– Limit intense physical and sporting activities (including competitions) outdoors, those indoors can be maintained;
– If you have symptoms or concerns, seek advice from your pharmacist or doctor.
