The Moselle departmental council and the Metz Court of Appeal concluded, at the end of December 2023, an agreement aimed at strengthening coordination in the fight against minor prostitution in Moselle. A first assessment is drawn up.
After one year, the signatories, including the Prosecutor General and the President of the Court of Appeal, meet at the Metz Court of Appeal to draw up an initial assessment. 34 minors are recorded, including 2 men. A number that hides even more important data. Victims who can be between 12 and 18 years old for an average of 15 years. Most are in denial about this situation and all of them have a difficult family experience with a lot of violence.
In December 2023, an agreement was signed for the establishment of a system for monitoring minors in prostitution as well as a commission to combat the prostitution of minors. An agreement between the Department, the Interregional Directorate for Judicial Protection of Youth and the Metz Court of Appeal.
This agreement provides for the creation of a quarterly monitoring committee to examine the situation of each minor concerned, as well as a commission on prostitution of minors responsible for establishing an assessment and proposing improvements.
The process of helping these young people is very long, some specialists count on a minimum of 2 years to help the victims. These minors must get out of this life that has become daily life and above all stop being in denial. Thus, it is a radical change that is aimed at: helping them to get out of social networks and their circle of friends with bad influences. In addition, almost all of them are addicted to illicit substances.
The primary objective is to dismantle these different networks of delinquency. The problem of prostitution is very heavy at the local and national level. An increase in prostitution has been noted in recent months, particularly because of major international events such as the Olympic Games. The advent of tourists increases the demand and therefore the supply by prostitutes.
A lot of money circulates in this illegal circuit. Thus, numerous means of prevention, support and identification are put in place. Through the convention, the different work leads to different points: better informing the different parties about this situation, communicating, developing information campaigns, preventing, identifying, making a lasting commitment and mobilizing in general.
The fight against the prostitution of minors is declared a major priority by the Department of Moselle and the justice system. The objective is to strengthen prevention, protection and support efforts aimed at young people under the age of 18 facing prostitution or exposed to a proven risk.
