Science and technology: choices for national development

Hanoi (VNA) – The recent Resolution No. 57, issued by the Politburo of the Communist Party of Vietnam, is seen as a major breakthrough. Embodying the nation's aspiration to rise to the top, this resolution aims to unleash the creativity, labor force and resources of the entire society, in favor of science, technology, innovation and digital transformation.

In the new era that is dawning, science, technology, innovation and digital transformation are essential prerequisites for the prosperity and power of the country. Through Resolution No. 57, the Party encourages every citizen and every organization to nurture the ambition to work and contribute fully.

Progress through science and technology is inevitable

Seen as a wind of change, this resolution affirms that, to progress rapidly and sustainably, Vietnam will have no choice but to turn to cutting-edge technologies and adopt a dynamic digital transformation. The journey of countries like Japan, the Republic of Korea, India, China and other developed nations is proof of this, and Vietnam, in turn, is following this path of modernization.

The Party therefore encourages the establishment of experimental and specific mechanisms to attract talent and promote innovation at the national level. He insists that investments in science, technology, innovation and digital transformation must be seen as long-term commitments, meeting the challenges, and not as short-term investments. This is one of the most innovative and resolute aspects of this resolution.

It also addresses major contemporary issues, such as data, artificial intelligence, blockchain and the Internet of Things (IoT). It also recommends authorizing the experimental application of new technologies, under certain conditions, in order to accelerate their adoption in daily life.

The resolution emphasizes unleashing creativity, labor power and social resources to advance science, technology, innovation and digital transformation.

It provides 2% of GDP for research and development, and 3% of the national budget for innovation, science, technology and digital transformation.

During the review meeting for the year 2024 of the Ministry of Information and Communication, held on December 29, Minister Nguyên Manh Hùng returned to the strategic scope of this resolution.

“Resolution No. 57 is of crucial importance as it highlights the need to master science and technology to drive Vietnam’s digital transformation. The Secretary General of the Party, Tô Lâm, is the president of the Central Directorate responsible for the development of science, innovation technologies and digital transformation. Now, digital transformation has truly become a mission for the entire Party and people. We expect this process, which will quickly see spectacular progress, to play a crucial role in the rise of Vietnam,” he declared.

Strong political determination of the State and the Party

Hô Tân Sang, former teacher at the Academy of National Politics, affirms that the creation of a Central Directorate headed by the General Secretary of the Party himself testifies to an awareness and a very strong political will of the Party and the state. The ambition to achieve a major breakthrough in the fields of science, technology and innovation is part of the overall dynamic of contemporary development, he notes.

“We often talk about the determination, commitment and responsibility of leaders. Most notably, the Secretary General created momentum and pressure that pushed the entire political system and society to become fully involved. Once this commitment is made, a strong dynamic develops, inspiring and motivating those who participate, allowing them to make significant progress and providing a powerful lever for development,” he underlines.

For his part, Vu Quang Hùng, director of the Da Nang High Technology Park and Industrial Zones, is very interested in the fact that this resolution plans to strengthen public-private cooperation to promote strategic technologies and allocate the necessary resources to the growth of science and technology.

“The management of Da Nang High-Tech Park hopes that this resolution will provide much-needed resources and support to strengthen our country's competitiveness in the international market. We are convinced that it will make it possible to increase investments in infrastructure, research and development, while promoting international partnerships to improve the quality and efficiency of production,” he says.
