The administrative court confirmed the legality of the decision of the Côtes-d'Armor Departmental Federation of Hunters who had refused to grant deer hunting bracelets to a woodland owner in the commune of Rostrenen (Côtes-d'Armor). 'Armor) for the 2022-2023 campaign.

Michel XXX actually wanted to be awarded “three bracelets” as part of the hunting plan for the regulation of deer in 2022-2023.

But on April 19, 2022, the Côtes-d’Armor departmental federation of hunters decided to grant him… “zero”.

“Loss of leisure and pleasure” for this owner

This owner of “26 hectares of wood” in Vagoreg, in the commune of Rostrenen, therefore brought the case before the Rennes administrative court on August 23, 2022. He demanded the annulment of this decision, but also €1,500 in compensation for the damage resulting from his “loss of leisure and pleasure”.

“Any person holding the right to hunt in a territory and who wishes to obtain an individual hunting plan must request one”, in fact sets out the Environmental Code.

In this case, Michel XXX complained about the lack of “motivation” for this decision. During the previous hunting plan, he had benefited from authorization for “two deer”.

He also deplored “the lack of consideration of his hunting territory established by a cadastral extract in his name” and the plans of “his only plot forming part of the previous islet near Cornec” provided to the administration.

The owner can still appeal

However, “he does not usefully contest that he did not provide the requested supporting documents, nor the submissions in defense of the Côtes-d'Armor departmental federation of hunters according to which the territory was completely deforested during the summer of 2021”, observe the Rennes judges in a decision dated December 10, 2024 which has just been made public.

The allocation of a “deer hunting plan” was therefore “no longer justified”. The applicant has until February 10, 2025 to appeal.
