On social networks, since the appointment of this lady among the 9 members of the CNRA, discordant voices have been raised either to demand her resignation or to welcome it.
Associate researcher at the Institute of Women’s Studies at the University of Ottawa in Canada, Dr. Aoua Bocar Ly-Tall is a Sociologist/Analyst and consultant. A renowned speaker, she has been a guest in various media and on various forums around the world (Africa, America, Europe and Oceania). A feminist at heart, she is also a Pan-Africanist, particularly attached to the ideas of Professor Cheikh Anta Diop. But, despite all this intellectual baggage, this acquired experience, the patriots are far from being satisfied with his appointment. What is the reason that would have pushed them to challenge Aoua Bocar Ly-Tall. Several reactions on social networks report a series of attacks by the lady against Ousmane Sonko, in particular on the Adji Sarr affair.
A third nomination which creates controversy
In July 2024, the appointment of the head of the Reception and Protocol Office (BAP) of the University Center for Works in Dakar did not go unnoticed by the Patriots on social networks.
Indeed, Zakaria Camara supported by the new Director General of Coud, Ndéné Mbodj, at the head of this cell, was not to the taste of certain Pastef activists. Zakaria Camara would have been in the recent past, a real slayer of the leader of Pastef, Ousmane Sonko, according to several speakers supporting the leader of Pastef. His posts and other disconcerting tweets against Sonko in the Adji Sarr affair have reportedly been updated. This surging wave pushed him to leave the post.
For the case of Samba Ndiaye, appointed president of the Board of Directors of Sn-Hlm, the discontent of the patriots will not have had a favorable response from the president. Unlike the case of Zakaria du Coud, the signature appointing Samba Ndiaye was maintained. Moreover, the President of the Republic during a statement at the palace, on the sidelines of the preparation of the electoral campaigns in view of last November’s legislative elections, reaffirmed that “it is he who appoints civil and military positions…”
Even if the “Patriots” launched a petition, which exceeded 26,000 signatures, to protest against this decision, Samba remains in his post. The latter cannot understand that Samba Ndiaye, who served under Wade and Macky, and who took great pleasure in fighting Sonko, could work on behalf of the government. However, Pastef activists and sympathizers were heard. Indeed, it was the leader of the party, and no less Prime Minister of the Republic, who made an outing on social networks to calm the enthusiasm.
For the case of Dr Aoua Bocar Ly-Tall, several reactions reported: “First a principle. We cannot entrust the project to fellow citizens whose plan was that we might now be in the middle of the second round of the presidential election and without a candidate. In the objective “a sovereign, just and prosperous Senegal”, there is first “ONE Senegal”. This woman promoted a Senegal divided on a dangerous basis – ethnic – flammable. Then measurement. It is excessive to ask for the resignation of a minister for this. Finally, this error must be corrected either by the resignation of the person concerned or by removing her from the members of the CNRA,” wrote MP Guy Marius Sagna.
For his colleague and vice-president of the national assembly, Amadou Bâ, “you have to know how to put an end to a controversy, once the message has been conveyed. » According to the MP and politician from Pastef in Thiès, “weakening the authorities, without even knowing the conditions of certain appointments (the error being human), and in only 2 cases out of 400, is not very relevant for safeguarding and protection of the Project. The director of the Deposit and Consignment Fund (CDC) wanted to reassure and save the members by reminding the patriots of the texts governing the functioning of the Cnra and inviting them to have confidence in the President of the Republic and the Prime Minister.
The main person concerned, who has already spoken to a local radio station, reaffirmed her desire to work for Senegal after welcoming the encouragement and congratulations following her appointment.
What do the texts say?
It is Law No. 2006-04 of January 4, 2006 creating the National Audiovisual Regulation Council (CNRA) which establishes the members of the said council. The latter includes nine members appointed by the President of the Republic: these are the President of the Institution, a member from the movements of women’s associations, a member from the world of audiovisual communication professionals, ‘a qualified personality from the arts community, a qualified personality from the literary community, a member from the university community, a member from the human rights movements, a member from the Council National Youth and finally, a member from senior citizen associations. The texts recall that in this same law, in its article 4, “the duration of the mandate of the members of the National Audiovisual Regulatory Council is six years. This mandate is neither renewable nor revocable.
