47.1 worse than 49.3? Each budgetary season has its own article of the Constitution in Parliament. Last year, Elisabeth Borne inherited the nickname “Madame 49.3” by drawing out the article of the fundamental law about twenty times allowing the debate to be cut short. His successor Michel Barnier plays another role, allowing the discussion of budgetary texts to continue. The Savoyard uses another, more unknown article, 47.1, according to which “if the Assembly has not decided on first reading within 20 days after the submission of a project, the government refers the matter to the Senate which must rule within 15 days”.
