The unions accuse the minister in particular of having lied by omission concerning the status files. Internal “green notes” discovered by trade union organizations reveal that the minister would have instructed the administration to no longer recruit statutory staff, while she publicly affirmed that the procedures were following their normal course.
The non-replacement of retiring civil servants is also singled out, particularly for “critical missions” of the State. According to Mr. Jaumonet, intra-departmental travel will not be able to compensate for the lack of staff accumulated over several years.
Digitalization, presented as a solution by the government, is not perceived as such by the unions. “This is not the miracle solution,” insists the delegate. The latter says he is particularly worried about the future of the public service. “All our surveys on the psychosocial burden in the public service already show a critical shortage of personnel.”
