The municipal council of Montebourg (Manche) met during the month of December 2024. Here is the second part of his report.

Offshore wind farm project

For this project, the Cotentin Agglomeration deliberated favorably on December 12, 2024. The wind turbines will number around 37 to 47 maximum, placed 32 km from the coast, one part will head towards the Manche department and the second will go to .

For the Channel, the submarine connection will arrive on the beach of Saint-Marcouf-de-l'Isle.

A landing point will be installed there on approximately 4 hectares. The municipal council is asked to give an opinion on the passage and route of the cables between the commune of Saint-Marcouf, the landing commune and the distribution station located in L'Etang-Bertrand.

The members approved. During the presentation of the file to the councilors, it was specified the municipalities in the Montebourg region which will be crossed by the underground link which will run along the RN13. The municipalities are Saint-Marcouf-de-l'Isle, Émondeville, Joganville, Saint-Floxel, Fontenay-sur-Mer, Écausseville, Saint-Cyr-Bocage and Montebourg.

Public lighting

A remark was made by advisor Colette Douasbin: the lighting goes out at 8 a.m. before the children go back to class so they are not safe. It was proposed to turn it off at 9 o'clock. Proposal accepted by all.

Extension of temporary contracts, technical services

Given the workload in the administrative service, the non-study in order to make the decision to establish the two current temporary positions, it is proposed to allow the two temporary contracts to be renewed from January 1 to March 31, 2025.

Eastern PLUI planning and sustainable development project

In accordance with the texts in force, the municipal council must initiate the debate and take note of this debate. The council had the file before the council, the mayor read the three axes and the orientations in each in the PADD EST Cotentin.

At the level of axis 2: Adapt the territory to the challenges of tomorrow and support activity and the agricultural environment and orientation 2 Protect the population from the risks and nuisances resulting from economic activities.

The municipal council wished to add the following terms: “For public health issues and according to the recommendations of the 2023-2026 national health-environment plan, limit installations or extension of polluting, sound and olfactory activities in inhabited areas in order to protect the population from the nuisances generated by specific economic activities.

The members of the Montebourg council wanted to add another point: “Particular attention will be paid to the development of the entrances to the town, the latter giving an image to the municipalities”. The council requests that these two proposals be noted.

Ham landfill center

The mayor read a motion opposing the extension of the Le Ham landfill center.

This motion, proposed by Ms. Castelein, was voted on during the plenary assembly of the Cotentin Agglomeration and received a favorable opinion.

After all these explanations, the municipal council approved this motion. He is opposed to the possible extension of the household waste landfill center, located in the municipalities of Le Ham and Éroudeville.
