The meeting focused mainly on arrears and penalties imposed by the National Social Security Fund (CNSS), considered penalizing by professionals in this sector weakened by economic fluctuations.

Both parties also deplored the rigid legal and tax framework which, according to professionals, hinders the declaration of employees.

The Secretary of State reacted positively to the demands raised: he said he was committed to working in collaboration with the institutions concerned to examine viable solutions. He stressed the need to generalize social coverage as part of progressive and fair regularization.

He also recalled the importance of the ongoing tax reform project, and called on stakeholders in the sector to play an active role in this reform in order to design a tax framework more appropriate to the specificities of their sector.

Remember that a large proportion of cafe and restaurant employees are not declared to social security. Estimates vary due to lack of exact official figures on the number of employees declared to the CNSS.
