In a message published on his Facebook page, former Minister of Youth, Pape Malick Ndour, expressed his concerns about the rapid increase in Senegalese public debt. He estimates that, if the current trend continues, the debt could reach an unprecedented level of 23,000 billion FCFA by 2029.
“It has been widely claimed that, during the 12 years of his mandate, Macky Sall had borrowed 12,000 billion. In 2024, the State of Senegal borrowed nearly 4,500 billion and plans to do the same in 2025,” he writes.
In total, he said, the “debt could reach around 9,000 billion over two years”. According to him, if we do not stop the “spending fury of the new regime and allow this trend to continue, the debt could increase to 23,000 billion by 2029, unprecedented in the economic history of Senegal” .
Pape Malick Ndour also raised questions about the management of the 5 billion FCFA voted in the amended finance law (LFR) of 2024 to compensate ex-detainees and victims of pre-electoral violence.
“You voted for an envelope of 5 billion in the amending finance law of 2024 to compensate ex-detainees and victims of pre-electoral violence. With the 2024 fiscal year closed on December 31, where is the money? Was it completely consumed in this time? Have you postponed it perhaps into the 2025 financial year? », he asks.
The former minister also questions the advisability of integrating this envelope into the LFR 2024, knowing that it could be difficult to execute in such a short time.
