Lhe “grievance files” largely dominate, representing 5,374 cases, or more than 70% of requests received in 2023. These files mainly concern conflicts between citizens and public administrations.
At the same time, 1,836 files qualified as “orientation files” were classified outside the scope of intervention of the institution. A few requests for revision and spontaneous initiatives have also been recorded, although their number remains marginal.
Data from the report shows that populations in vulnerable situations constitute the group most concerned, with more than 1,000 files submitted. Moroccans residing abroad (415 files) and widows (251 files) follow in this ranking.
This trend highlights, according to the Mediator, a structural challenge for public administration. It calls for a strengthening of listening and support mechanisms to better respond to the needs of these categories, often faced with obstacles in accessing their rights.
On a sectoral level, the report highlights that the Ministry of the Interior remains at the top of complaints with 1,447 files, followed by that of Finance and the Economy (780 files), and that of National Education, Preschool Education and Sports (571 files).
Forsa and Al Haouz in the lead
The Forsa program, intended to support project leaders, has particularly contributed to the explosion of grievances in the tourism, crafts and solidarity economy sectors: from 11 files in 2022, this figure rose to 427 in 2023.
Grievances linked to investment and the impact of natural disasters, in particular the after-effects of the Al Haouz earthquake, occupy a notable place. No less than 109 cases linked to this latest event have been reported, showing the extent of the reconstruction and compensation needs in the affected regions.
