Cahaignes emergency housing, located in Vexin-sur-Epte (Eure), can accommodate five adults et a baby. “The provision is granted by decision of the mayor or elected delegate, after social assessment,” announces Annick Delouze, first deputy, during the municipal council meeting of December 18, 2024.

Beneficiaries must be in proven distress situationjustified by a report or social opinion; reside or have significant ties to the municipal territory (agents who do not live in the territory but who work for the community, Editor's note).

The maximum duration of availability is set at 15 days, renewable after evaluation. Insurance intervenes within five days, maximum ten days. Accommodation is provided free of charge. Upon entry into the accommodation, a deposit of €1,000 will be requested from the beneficiary and returned upon exit inventory.

Vexin-sur-Epte was confronted with several fires. The question therefore arose of house the victims. “We have lodgings available but it is not the objective of the lodging to accommodate families in difficulty following a fire or victims of violence,” says the first assistant.

The 15-day deadline and the €1,000 deposit are debated

Two points caused the opposition and municipal councilors to react: the 15 day deadline and the bail of €1,000. Arnaud-Rodrigue Adonon, elected opposition member of the “Together for Vexin-sur-Epte” group, judges this deadline “too short. This does not necessarily mean that the insurance company has found an alternative solution during this period. »

We're not going to leave people struggling no matter what. There is no question of throwing people out. The Municipal Social Action Center (which manages emergency housing, editor's note) works with the department's social workers.

And Mayor Thomas Durand tempers: “It’s still emergency housing. If we extend it too long it is no longer emergency accommodation. We continue to work with the Department and social landlords to find solutions quickly. »

Richard Carillet, elected from the opposition, wanted to testify to a drama experienced fourteen years ago.

On December 24, 2010, the tree caught fire. My house is completely damaged. I received no help from the municipality or the Department. Fortunately, friends from the town took me in. It lasted six months. Where was the commune? I wouldn't want that to happen again.

“This is why we have set up emergency housing,” replied Annick Delouze.

As for the second point, the opposition considers the €1,000 high. The mayor remains in his position: maintaining the deposit at €1,000.

The municipal council finally adopted the agreement setting out the terms and conditions for providing emergency housing.
