This visit aimed to exchange expertise and experiences between the two countries in areas related to the fight against terrorism, management of terrorism risks and the care of extremist people with a view to their reintegration during and after the period of incarceration.

The Moroccan judicial delegation was made up of officials from the Presidency of the Public Prosecutor’s Office, prosecutors general at the courts of appeal in Rabat and Fez, as well as liaison judges at the embassies of the two countries in Rabat and .

This visit was an opportunity to present the major reforms undertaken in the justice sector in Morocco, in particular the independence of the judiciary and the skills of the President of the Public Prosecutor’s Office in terms of execution of penal policy and supervision. parquet floors. The Moroccan experience in dealing with terrorist issues and the efforts made by the various institutions concerned with this area were also highlighted by the Moroccan delegation.

This visit also constituted an opportunity to present the legal arsenal against the scourge of terrorism as well as certain initiatives and experiences implemented by the Kingdom as part of the reintegration of those convicted of such crimes, in particular the “Moussalaha” program which aroused the admiration of the French side for its preventive and social dimensions.

As part of this visit, the Moroccan delegation had a meeting at the French Ministry of Justice with the Director of Criminal Affairs and Pardons, Laureline Peyrefitte, focused on the mechanisms for implementing penal policy in , particularly in the field of the fight against terrorism.

The Moroccan delegation also visited the Palace of Justice where it met Jean-Marc Herbaut, investigating judge in charge of terrorism cases, and Olivier Christin, public prosecutor in charge of terrorism, who presented the main points and general guidelines of the prosecution responsible for terrorism, in a context marked by the increase in terrorist acts in recent years. In this regard, Mr. Christin did not fail to salute the strategic role of Morocco and its commitment to international efforts to combat terrorism.

Likewise, the Moroccan delegation held a meeting with the director of the prison administration, Sébastien Cauwel, focused on the mechanisms for caring for detainees in terrorism cases, and the efforts made by French penitentiary establishments through prisoner reintegration programs.

During this working visit, the Moroccan delegation also had a meeting with the Attorney General at the Court of Cassation of Paris, Rémy Heitz, focusing on the role of the prosecutor at the Court of Cassation in monitoring terrorism cases and his contribution. to the balance between the protection of rights and freedoms, on the one hand, and public order and the fight against crimes affecting security and public order, on the other hand.
