The new “Neighborhood Commitments 2030” city contract was signed on 12/18/2024.
It sets the course for the development of priority neighborhoods for the period 2024/2030 in accordance with national guidelines.
Co-constructed with city policy stakeholders, it identifies priorities by neighborhood and thematic challenges broken down into sub-objectives which constitute the strategic framework for actions to be deployed in the neighborhoods.

The call for projects presented below is part of this new dynamic which aims to adapt as best as possible to the needs and realities of the territories and their inhabitants.
This call for projects concerns actions which relate to at least one of the 7 priority districts of Métropole and which are mainly aimed at their inhabitants, and which respond to the priorities and challenges of the new City Contract, as presented below in the framework note.

The 11 challenges to overcome:

– Fight against financial, food and energy insecurity

– Remove obstacles to the social and professional integration of residents

– Facilitate access to rights and services

– Promote the success of children and young people aged 0 to 25

– Support families in their parental role

– Improve management of residents’ health issues

– Break isolation by promoting living together, social bonds and the power to act of residents

– Improve the living environment and housing conditions

– Promote tranquility in public spaces

– Enhance the image of the neighborhood and its residents and strengthen its attractiveness

– Contribute to the openness and mobility of residents

Call for projects 2025:

For what ?

To develop actions:

–> Which meet the objectives of the new city contract

–> Which are aimed at residents of priority neighborhoods

Renewal of actions: submission of the project on the Dauphin platform before January 31, 2025 (or before April 30 for educational establishments)

New requests: contact a representative (city policy project managers or Prefect Delegates) before submitting to Dauphin (submission is possible throughout the year)

To be eligible and to be processed, actions must:

Respond to the issues and challenges of the strategic framework: The project leader must explain how the action contributes to their achievements, what needs it meets and how.

Concern the inhabitants of the “city policy” districts: The project will specify the district(s) concerned, will qualify the type of targeted public, the number, gender and age of the inhabitants of the priority districts targeted by the action as well as the means deployed to mobilize them.

Be achievable within the deadlines announced for the 2025 financial year and with the resources requested: project leaders must demonstrate their ability to carry out the action under the conditions presented in the file and achieve the expected results within the deadlines (in terms of resources human, organizational, financial, consistency with the scope of intervention of the project leader, etc.).

For actions presenting similarities with previously funded actions, the final and interim reports from previous years will also be examined to judge the relevance of the renewal, particularly with regard to the new strategic framework. Without the production of these documents, the actions cannot be heard.

Must attach the signed “Republican engagement contract” (see appendix) to the grant application file (to be placed in the “other documents” section on Dauphin)
