“We intervene in the first stage of a project by acquiring the land or site concerned and restoring it to its original state, which can constitute significant work,” explains Catherine Bardy, general director of the EPF des Hauts- from-France. This may involve deconstructing more or less degraded buildings or removing concentrated pollution (old chemical tanks, stocks of polluting products, etc.). The EPF covers 80% of the rehabilitation costs on land projects relating to economic development, which helps reduce the cost of operations for communities.
These operations are in fact carried out in the vast majority on behalf of communities through agreements, within the framework of projects which concern the community directly or which aim to facilitate the establishment or development of a private economic actor ( but also in terms of housing).
Risk sharing
“The community shares the risk with us. It can appoint a buyer, for example a developer or an industrial project leader, but if there is none, it undertakes to buy back the land,” specifies the general director.
Public land establishments may operate on identical principles, but they have their specificities and their financial rules may differ. The Hauts-de-France EPF, created in 1990 initially on the perimeter of Nord and Pas-de-Calais, now also operates on the Somme. In this region which experienced a strong movement of deindustrialization around the 1980s, “we intervened a lot, at the beginning, on large industrial wastelands,” recalls Catherine Bardy, and we acquired skills in deconstruction operations on complex industrial sites. and on pollution issues. »
Industrial wastelands
The EPF still carries out land operations on large areas such as on the Envision site, an automobile battery gigafactory, in Douai, over 140 hectares. In the North, the EPF also participated in the transformation operations of the former Redoute headquarters, Blanchemaille, in Roubaix, which became a business incubator, or one of the Arques glassworks. In Pévèle, south of Lille, the former headquarters of the producer of photographic products Agfa Gevaert (16 hectares) is now occupied by the community of communes and an activity zone. In the Valenciennois sector, the EPF has put some 26 hectares back on the market for economic purposes since 2015, in particular on the Pierres Blanches ZAC in Denain (16 hectares).
According to its general director, the EPF des Hauts-de-France was “one of the first to be interested in the possibilities of considering the occupation of sites in a transitional manner, for example via the planting of trees or the implementation in place of urban crops, or to carry out operations aimed at transforming former industrial sites into natural spaces. We were also among the first to never intervene in the acquisition of land extending from the urban fabric, probably because there was already a lot of wasteland here. »
