Agricultural anger: the prefect of Haute- takes stock of the measures put in place in favor of farmers

Aid from the Common Agricultural Policy (CAP)

“To respond to cash flow difficulties, aid from the first pillar of the CAP and the ICHN (compensatory allowance for natural disabilities) was paid from October 16, 2024 to the maximum authorized by European regulations on the instructions of the Ministry of Agriculture and Food Sovereignty.

As of November 7, 98.4% of farmers benefited from the advance on CAP aid for a total amount of more than €64 million, higher than the rate observed at national level (97.6%). The payment of the balance will be made during December 2024 (payments to the accounts scheduled for December 4, 11 and 24, 2024). »

As a reminder, writes the prefect, “the Haute-Vienne farm benefited in 2023 from nearly €105 million in CAP aid for a total of 2,813 applicants”.

Administrative simplification measures

“The State wanted to simplify relations with agricultural users by implementing several measures, in compliance with European regulations. Thus, since the 2023 CAP reform, each operator can modify their online declaration until September 20, instead of May 15 previously.

Likewise, to take into account weather hazards, the State has obtained from the European Union the possibility of waiving certain regulatory requirements concerning compliance with Good Agricultural and Environmental Conditions (GAEC). Thus, relaxations have been authorized on soil cover during the winter period, as well as on crop rotation. »

Single control

“As the Minister has just announced, the State will set up a single control system for agricultural operations, under the governance of department prefects. In Haute-Vienne, the prefect, in charge of coordinating controls, will soon install the Agricultural Interservice Mission which brings together all the State services and agencies concerned and will soon bring together agricultural professionals to discuss both the frequency controls, their content and their duration. »
