From January 1, 2025, the City of Millau offers its residents the opportunity to benefit from more accessible health coverage, by subscribing to the new municipal mutual insurance company, managed by the Refuge Mutualiste, “the only mutual insurance company in Aveyron whose headquarters is in Millau” . As a result, “between 10 and 25% savings” are announced.

Indeed, looking at the statistics, difficulties in accessing care for certain residents of Millau stand out. In this context, many residents of the municipality do not have mutual insurance for essentially economic reasons, in this case mainly retirees, the unemployed, students, craftsmen and other self-employed workers… ” Those for whom the end of the month comes earlier and earlier in the month », summarizes Emmanuelle Gazel.
Because if employees in the private sector, since January 1, 2016, must be offered mutual health insurance by their company, like civil servants from January 2026, this is not the case for the aforementioned categories. Faced with this observation, the municipality wishes to set up a solidarity mutual for its population.
No impact on the municipal budget
This type of approach, in addition to its benefit for the population concerned who thus accesses care which they may have had to forgo (dentist, ophthalmologist, etc.), has no direct impact on the municipal budget. The municipality does not in fact have the right to finance from its budget participation in complementary health insurance for its inhabitants, but can serve as an intermediary, by means of its communication tools, between its population and a mutual insurance company, and is therefore fully in its role of solidarity.
After having joined the only mutual whose head office is located in the territory of the municipality, the Refuge Mutualiste, it formulated concrete proposals in the establishment of a health contract for residents of the municipality in order to allow them to benefit from preferential rates. All the formulas offered within the framework of the municipal mutual insurance would be accessible without entry fee, without waiting or waiting period, without health questionnaire, without age limits and without resource conditions. The only prerequisite for membership will be to reside in the municipality.
Preferential rates are calculated according to the composition of the family, the guarantees chosen (hospitalization, dental, optical, etc.) and, where applicable, the age group of the members. The establishment of this municipal mutual will generate, taking into account the group effect, savings of up to 25% compared to usual rates.
The deliberation voted this Thursday evening in the municipal council provides that as part of the partnership envisaged with the Refuge Mutualiste, the municipality of Millau will organize regular monitoring of the system, in particular with the aim of checking the evolution of the prices offered to users with a view to continue to promote the system.

The Refuge Mutualiste is a local and solidarity mutual (the only independent inter-professional mutual insuring its own risks in Aveyron) which has around 5,000 beneficiaries in the department, including a little more than 3,000 in Millau alone.
It is non-profit: balancing the accounts is the only concern of its 15 administrators elected by the members, who manage it on a voluntary basis. Solidarity between members is a founding principle: contributions are calculated as accurately as possible while respecting this principle.
