Only one day was dedicated to pleadings in the appeal trial which began on April 24. It was at the end of this, during the evening of Wednesday June 26, that the convictions were handed down. They are heavier than those pronounced in first instance.

The 14 convicts were found guilty, each in his own right, of acts ranging from “falsification of official documents“” to the “dissipation of public funds“, passing through the “corruption“.

The most serious charges are those addressed to the mayor’s deputy, Abdelkader Boussairi. Sentenced to eight years of imprisonment and to pay a fine of 20,000 DHhe was found guilty of “formation of a criminal gang“, “squandering of public funds“, “falsification de documents“, “corruption” et “abuse of power“. His sentence was therefore extended by three years, compared to that handed down at first instance. On the other hand, the fine was reduced at 80% (from 100,000 to 20,000 DH).

For his part, the mayor of Fez, Abdel Salam El Bekkalireceives a sentence of six months in prison and the payment of a fine of 10,000 DH. He was being prosecuted for an offense, namely “non-reporting of crime“. At the end of the trial at first instance, Abdeslam El Bekkali, who was being prosecuted while on provisional release, was exonerated. But the collegial body responsible for ruling on this case on appeal decided to sentence him. The same goes for the secretary of the municipal council, Soufiane Drissiwho received the same sentence.

The other convictions are as follows:

-I.S., 5 years of imprisonment and 20,000 DH fine (instead of 3 years in first instance);

-M.D., one year’s imprisonment and a fine of 20,000 DH (instead of ten months at first instance);

-H.F., three years of imprisonment (confirmed sentence);

-A.B., three years of imprisonment (instead of one year including ten months closed);

-O.H., four months imprisonment (confirmed sentence);

-I.A., four months of imprisonment (confirmed sentence);

-M.M., three years of imprisonment and a fine of 20,000 DH (instead of eight months at first instance);

-N.A., two years of imprisonment and 20,000 DH (instead of four months at first instance);

-M.A., two years of imprisonment and 20,000 DH (instead of four months at first instance);

-A.F., five months of imprisonment and a fine of 5,000 DH (instead of three months at first instance);

-A.A., four months of imprisonment (sentence confirmed).
