Between 2017 and 2021, partnerships were formed thanks to the Interreg North-West Europe SHICC project.

This project demonstrated the relevance of the model of dissociation between land and buildings to offer new or renovated housing at an affordable price for families with modest and intermediate resources.

The City of Lille was also the first territory in France to create a Solidarity Land Organization, an organization inspired by Community Land Trusts (CLT), born in the United States and, closer to us, in Brussels, the first experience of this type in continental Europe.

But, this innovative model appeared relevant to also meet the challenge of massifying the renovation of existing housing, a major challenge in achieving carbon neutrality.

The City of Lille brought together 10 partners for a new project supported by Interreg North-West Europe: Community Land Trust Brussels and its Foundation (Belgium), CLT Ghent (Belgium), Vrij Universiteit Brussel (Belgium), Habiter 2030 (France), Self Organised Architecture Research CLG (Ireland), Cork City Council (Ireland), Métropole Européenne de Lille (France), Lille Métropole Habitat (France) and Rennes Métropole (France).

This is the UPCYCLING TRUST project “Transforming poor quality buildings into affordable housing with solidarity land organizations”.

The partners will jointly develop solutions to encourage the renovation of existing housing with circular, innovative and affordable approaches. 5 experiments will be developed in Lille, Brussels, Rennes, Ghent, and Cork in order to meet the growing need for renovation.

In Lille, this experiment will be carried out in partnership with Lille Métropole Habitat, Habiter 2030 and the European Metropolis of Lille.
