Rabat – The House of Representatives adopted by majority, Monday in second reading, Bill No. 10.23 relating to the organization and management of penitentiary establishments.

Presenting this bill, which was approved by 72 deputies and which had 29 abstentions, the Minister of Justice, Abdellatif Ouahbi, stressed that the development of this project “comes in application of the High Instructions of His Majesty King Mohammed VI aimed at protecting human rights and placing them at the heart of the democratic and modernist societal project led by the Sovereign, with the aim of preserving the dignity of vulnerable categories, such as residents of penitentiary establishments”.

This legal text is part of the implementation of the provisions of the 2011 Constitution, in particular article 23 which provides, for the first time, that “every detained person enjoys fundamental rights and humane conditions of detention ”, as “she can benefit from training and reintegration programs”, indicated Mr. Ouahbi, explaining that “a broad participatory approach was taken into consideration in the development of this project, particularly in light of the Morocco’s accession to the international human rights system.

A comprehensive and in-depth review of the law governing prisons was also carried out, the minister said, adding that this review took into account the need to preserve the safety of prisoners, people, buildings and prison facilities, to contribute to public order, to guarantee the rights and safety of prisoners and to improve their human conditions as well as to correct their behavior and reintegrate them into society.

He also welcomed the positive interaction of the majority and the opposition with the amendments made to certain articles of this bill by the House of Advisors, to which the ministry “reacted positively in the spirit of coordination, complementarity , cooperation and respect which characterizes the relationship between the executive and legislative powers”.
