The subject has been on the table for almost ten years. THE Paradise school groupin Meulan-en-, built in 1969, which includes both a nursery school and an elementary school, has become too dilapidated to accommodate in ideal conditions its approximately 340 students divided into fifteen classes (eleven in elementary, four in kindergarten).

The reconstruction of the building was quickly posed by Mayor Cécile Zammit-Popescu as the priority of her current mandate (2020-2026).

“An essential and exceptional project”

If the studies carried out at the start of the mandate revealed an estimated figure of €21 million, the cost of the project was ultimately revised downwards and would now be around €21 million. 13,2 M€.

During its meeting of September 27, 2024, the Yvelines departmental council voted for a exceptional grant of €6 million to the municipality of Meulan for the reconstruction (and also the extension) of the Paradis school group, to which is added a subsidy of €1 million under the Yvelines + departmental contract.

“This project is both essential and exceptional in its scale and complexity. »

Strong growth in numbers

The work must firstly make it possible to respond to a strong growth in school enrollment in the years to come, due to the construction of 561 housing units and the creation of a departmental Children’s Village which will accommodate 40 young people.

Ambitious and complex, the project plans a demolition of the existing premises, which were massively contaminated with asbestos, then a reconstruction-extension on an occupied site. At the end of the work, the school group should be able to accommodate 20 classes over an area of 4,033 m2.

Start of work at the end of 2025?

The work will be carried out in single phase “in order to avoid additional costs of installation, dismantling and reinstallation of the site,” specifies the Department.

“The help of the departmental council was essential,” we rejoice at the town hall of Meulan-en-Yvelines. It’s a very good news in the current context of the Department. »

Indeed, facing a drop in revenue and a surge in social charges, the latter announced a few months ago its desire to reduce its expenses.

“The work will take place on an occupied site and especially during school holidays. In recent years, we have made little investment in this school group, because we knew that it was destined to be demolished. This is one of the major projects of the mandate with the restructuring of the church. »

Town of Meulan-en-Yvelines

The town hall is hopeful that the work will be launched in end of year 2025.
