Promote Vietnam – France cooperation to modernize public administration
As part of the business trip of Party General Secretary and Vietnamese President Tô Lâm to attend the 19the Summit of the Francophonie and make an official visit to France from October 3 to 7, the French Minister of Civil Service, Simplification and Transformation of Public Action Guillaume Kasbarian received, on October 4 in Paris, the Minister Vietnamese Interior, Pham Thi Thanh Trà.

During the meeting, Pham Thi Thanh Trà praised the effectiveness of cooperation between the two ministries during the period 2016-2024 in terms of improving the quality of public services, particularly the training of young and female civil servants. , exchanges of bilateral delegations at all levels, the organization of workshops and annual conferences with the participation of numerous international experts, etc.
The Vietnamese minister respectfully invited her French counterpart to visit Vietnam soon, in order to strengthen relations between the two countries, and between the two ministries in particular.
For his part, Minister Guillaume Kasbarian said he was happy to welcome the delegation from the Vietnamese Ministry of the Interior, considering it an important moment for the deepening of the Vietnam – France strategic partnership.
Furthermore, he praised the cooperation activities implemented by both parties, thus strengthening ties between the two ministries and opening up many prospects for promising cooperation.
Signing of an administrative agreement

On this occasion, the two parties agreed to sign an administrative agreement between the two ministries on cooperation in public services and modernization of the administrative system over the period 2025-2028.
Concretely, they agreed to carry out joint activities to exchange experiences and practices in various fields, with emphasis on the construction of an electronic government and the digital transformation of administration, digital management of files and administrative documents, gender equality policies and opportunities for access to employment, etc.
