This deficit takes into account a positive balance of MAD 12.4 billion generated by the Special Treasury Accounts (CST) and the autonomously managed State Services (SEGMA), indicates the TGR in its recent Monthly Bulletin of Statistics of public finances (BMSFP).

Gross ordinary revenue stood at MAD 143.2 billion compared to MAD 126.1 billion at the end of May 2023, up 13.6%. This is explained by the increase in direct taxes of 12.7%, customs duties of 13.5%, indirect taxes of 12.8%, registration and stamp duties of 4.9% and non-tax revenue of 26.2%. Expenditures issued under the general budget were MAD 188 billion at the end of May 2024, down 10.5% compared to their level at the end of May 2023, due to the 4.2% decrease in operating expenses and of 33% of budgeted debt charges, combined with the 1.9% increase in investment expenditure.

The 33% drop in budgeted debt charges is explained by the 48.2% reduction in principal repayments (21.2 billion dirhams compared to 40.9 billion dirhams) and by the 14.6% increase in interest on the debt. debt (14.9 billion dirhams against 13 billion dirhams). The TGR also informs that at the end of May 2024, expenditure commitments, including those not subject to prior commitment visa, amounted to MAD 328.5 billion, representing an overall commitment rate of 43% compared to 45 % at the end of May 2023 and an issuance rate on commitments of 75% compared to 79% a year earlier.

As for CST revenues, they reached 71.1 billion dirhams taking into account the payments received from common investment charges from the general budget for 15.6 billion dirhams compared to 15.5 billion dirhams at the end of May 2023. The expenditure issued was of 59.4 billion dirhams, including the share of CST for reimbursements, tax reliefs and restitutions for 1.40 billion dirhams. The balance of all CSTs amounted to MAD 11.7 billion.

At the end of May 2024, SEGMA revenues were 1.04 billion dirhams compared to 1.10 billion dirhams at the end of May 2023, down 5.4%. Expenditure was 392 million dirhams (MDH) at the end of May 2024 compared to 377 MDH at the end of May 2023, an increase of 4%.
