During this session, the draft budget for the 2025 financial year was adopted, which provides for revenue estimated at 772.5 million DH and operating expenses of around 235 MDHwhile the forecast surplus should be established at more than 537,5 MDH.

The members of the Council also approved draft partnership agreements relating to the implementation of psupport programs for income-generating activities for the benefit of women in difficult situations and people with disabilities in the prefecture of Oujda-Angad and the provinces of Driouch, Nador and Jerada, with a financial envelope of 24 MDH.

The Council also approved a partnership agreement aimed at carrying out projects of generalization of the supply of drinking water to rural areas of the Oriental region for the period 2024-2026. These projects, for which an amount estimated at 100 million DH is allocated, include the realization of exploration and exploitation drilling and their equipment with pumping equipment, solar panels and their accessories, reservoirs, fountains and technical structures.

The ordinary session was also marked by the approval of a draft partnership agreement for the reuse of treated wastewater from the town of Taourirt in the irrigation of agricultural land (52 Ha) and green spaces (64 Ha), in addition to the realization of flood protection project across the province of Guercif financed by the Fund to combat the effects of natural disasters, for an amount of 26 MDH.

Social and solidarity economy

The members of the council also examined and approved draft partnership agreements concerning support for the creation of a industrial unit in the province of Nador, the establishment of a company in the free zone of the port of Nador West Med, and another in the industrial acceleration zone of the Oujda technopole.

They also approved a draft cooperation and partnership agreement relating to support for actors in the social and solidarity economy sector, and another aimed at contributing to the financing of a support program in the field of the social and solidarity economy at the regional level for the period 2024-2027, in addition to draft partnership agreements for support cooperative projects and their federations announced in 2022.

Likewise, draft partnership agreements were approved for the construction and equipment of cultural complexes in the provinces of Nador, Guercif, Taourirt and Berkane for an investment amounting to 135 MDH.

Two internal air connections

In the field of transport and mobility, the Council approved two draft partnership agreements between the Oriental region and Air Arabia to program domestic flights between Nador El Aroui and Oujda-Angad airports and Rabat-Salé airportas well as a draft partnership agreement relating to the carrying out of the study to prepare a sustainable mobility plan in Berkane.

The session also saw the examination and approval of draft partnership and cooperation conventions between the Oriental region and its partners in the African regions. The aim is to strengthen the capacities, equip and put into service training centers, within the framework of the African Fund to Support International Decentralized Cooperation (FACDI) of local authorities.
