Communiqué-ADHA recalls that the protection of life and physical integrity is a constitutional duty of the Senegalese State, in accordance with article 7 of the Constitution and the commitments made within the framework of the International Convention on the Rights of the child (CIDE).
Thus, Action for Human Rights and Friendship demands:
1. Immediate and exemplary justice: The person responsible must be punished, in accordance with the Penal Code.
2. Strengthened protection of children: Deployment of preventive mechanisms, secure shelters and community collaboration.
3. Increased security: Implementation of community policing and strengthening of resources allocated to law enforcement.
State responsibilities
ADHA denounces the persistent inaction of our governments in the face of poverty, social inequalities and unemployment, factors which exacerbate insecurity. This structural indifference constitutes a violation of fundamental rights.
ADHA recommends the State to:
• Adopt stricter laws against sexual violence and murder of children.
• Strengthen child protection policy, in accordance with article 19 of the CRC.
• Mobilize community stakeholders to promote the values of respect and collective vigilance.
The name Diary Sow must mark a decisive turning point in the fight against insecurity and impunity.
ADHA calls on the State to act firmly to guarantee the safety and dignity of all citizens.
