Yannick Oubreyriechief magistrate of the City of Marteltakes stock of his first year as mayor.
La Vie Quercynoise: This is your first term as mayor. What are your feelings?
Yannick Oubreyrie: I have the feeling of doing something useful for my fellow citizens. But, I recognize that sometimes this feeling is fraught with doubts, did I make the right choice? Life is often made of choices but I would say that I prefer to choose to act than to suffer. I would add that monotony is not appropriate in a mayor's mandate because the subjects are so varied. I appreciate how lucky I am today to learn the workings of managing a community, let's say it well supported by a highly committed municipal team.
Let's talk about the budget, how is it doing?
The municipality's finances are healthy. In 5 years, we have managed to reduce the municipality's debt by almost a million euros while continuing to invest 3 million for the Martelais and Martelaises. I would like to take advantage of this end of year to thank all municipal staff for their efficiency and their sense of public service, the heart of our mission. Let's not forget it! The controlled management of our budget now allows us to be able to borrow money while continuing the program for which the Martelais and Martelaises have placed their trust in us.

Tell us about the Saint-Maur church?
The life of a community has many surprises in store. In 2023, major damage appeared on the roof of the church. Emergency work was carried out immediately to secure and stabilize the situation. Despite this intervention, new disorders appeared and called for new work, in particular the securing of the concrete gutters of the nave to the tune of €65,607. These were not included in the budget. With the help of state services, we managed to integrate all the work for the current budget year, for a total amount of €125,487. The church being classified as a historic monument, the DRAC is today asking us to carry out a complete diagnosis of the roofs and masonry of the building. This study is scheduled for the first quarter of 2025 and will be monitored by Bruno Morin and Sylvie Rapp, heritage architects. The Saint-Maur church is a major building of Martelais heritage and it is more than necessary to preserve and restore it.
Tell us what projects are in progress?
2024 saw the end of several work programs started the year before, notably the restoration of the Gluges presbytery and the latest developments in Monti park.
We also launched the Avenue de la Dordogne works contract, which consists of a program to secure, demineralize and revegetate the entrance to the town. This work will allow a secure connection from the Malepique housing estate to the city center via a redevelopment of the area around the war memorial. At the same time, we are continuing the project management mission phase concerning the work to bring it up to standard as well as the redevelopment and enhancement of the Palais de la Raymondie. The objective being to promote this remarkable building through its cultural identity. The final preliminary draft, second stage of the study, is scheduled for December. This very important phase of the project will provide details on the technical solutions and will make it possible to propose a more detailed budget estimate. 2025 will therefore be a year of project studies, what is commonly called the PRO phase.
What are your upcoming projects?
For 2025, we will be vigilant about our energy consumption and this starts with the public lighting system. We plan to completely renovate our 4 electrical cabinets in order to optimize our consumption and reduce our carbon footprint. We are pleased to be able to carry out a housing program with public and private partnerships. We will be able to offer around 10 rental accommodations meeting different family profiles. The objective is always to strengthen the economic fabric and keep our rural schools alive. I think we will also have to maintain our partnership with Cauvaldor and Cauvaldex in order to establish artisans and traders in our town. There is also this idea which has been maturing for several years on the opportunity to offer the Martelais and Martelaises a village hall that matches the dynamism of our commune. We will have the opportunity to talk about it again within the team.
In conclusion, what messages would you like to send to your constituents?
We must meet the needs of our population. We are accountable to them for our actions. In addition to the daily management of our city, it will be necessary to have a medium and long term vision of its future. This will involve restructuring in particular our schools, our housing and the uses of our existing public buildings. We will have to work seriously and rigorously for all of the Martelais and Martelaises in the interest of the municipality. We are lucky to live in a wonderful village open to the future and rich in its past and it is on these foundations that I propose to build the Martel of tomorrow together.
