DECRYPTION – Banned by the Ottawa Treaty, antipersonnel mines have been widely used by Russia.

After supplying cluster munitions to Ukraine, the United States will break another taboo by delivering antipersonnel mines. Defense Secretary Lloyd Austin confirmed this to US media, following a « change of tactics of the Russian army ». To progress and gain ground, it relies on its infantry rather than on armored vehicles that are easier to detect by drones. In difficulty on the front line, the Ukrainian forces must imperatively strengthen their defenses in the face of this modus operandi.

The American decision sparked an outcry from non-governmental organizations. But as with cluster munitions, the United States assures that the materials have become less dangerous for civilian populations. After the conflict, unexploded mines can still kill… But the materials delivered would be « non-persistent »that is to say equipped with a device…
