The state support to associations takes different forms, including:
- the financial support ;
- the volunteer recognition ;
- the technical support and thevolunteer information.
Referring to the document annexed to the draft finance law for 2024 entitled “Financial effort by the State in favor of associations“, the report indicates that the total amount of subsidies granted to associations by the various ministries in 2023 settles at 8,515.1 million euros.
Furthermore, the fund for the development of community life (FDVA) constitutes transversal support for associative life by supporting the training of volunteers and the innovative projects of associations. For 2023it amounts to 52 705 000 euros (+65% compared to 2020).
To support volunteer engagement, the State has also put in place certain measures such as:
- the citizen engagement account (CEC)which allows volunteer time to be valued in the personal training account (CPF);
- the digital platform “I want to help”;
- skills sponsorship in associations recognized as being of public utility.
The law of April 15, 2024 aims to strengthen these systems.
The ministry responsible for youth and community life, in close collaboration with the Associative Movement, has launched a program entitled “Guid’Asso“. According to the report: “The objective of Guid’Asso is to allow each association, even the smallest, on its territory, even the furthest from an urban center, to find a place close to home to answer its questions in order to strengthen and possibly pool actions.”
