The finance committee of the Municipal Council of the City of Geneva adopted by 8 votes to 7 the draft 2025 budget amended by the Executive. This project, which now expects a deficit of 72.9 million francs, will be discussed in plenary on December 7.

The left (PS, Vert-es and Ensemble à Gauche) accepted this draft budget while the PLR, The Center, the MCG and the UDC refused it, the Finance Commission indicated in a press release on Thursday. The deficit of 72.9 million francs remains within the admissible limit imposed by the law on municipal administration.

The Administrative Council, which forecast a deficit of 63.4 million francs at the end of September, adapted its draft budget to the canton’s latest forecasts which show a drop in tax revenue from businesses. The reduction in personal income tax on which the Geneva electorate votes on November 24 is already integrated.

The Finance Committee analyzed 33 proposed amendments, four of which were accepted. They concern a new grant of 44,000 francs for the Association Université Populaire Africaine, two amounts of 15,000 francs intended for a “positive occupation of public space” and a new grant of 120,000 francs for support for families for after-school care.

The draft budget plans to open 108.7 new positions for a total amount of 10.6 million francs. Around fifty of these new positions are linked to the municipalization of daycare centers.

The PLR City of Geneva announced Thursday in a press release that it will not vote on this budget in plenary. The party denounces “increasing numbers for an already bloated administration” and “a tendency to municipalize ever more services”.
