Economic sovereignty, proclaimed by the new authorities, is based on the exploitation of mining, oil and gas resources. As part of its operationalization, the Senegalese Head of State, Bassirou Diomaye Diakhar Faye, demanded from the Prime Minister the finalization of the validation process of the bill relating to economic sovereignty, as well as the effective implementation of the Poles territories, identified as epicenters of the success of Senegal’s economic and social policy.

The President of the Republic, Bassirou Diomaye Diakhar Faye, is determined to quickly put in place the outlines of the economic sovereignty that he promised the Senegalese. During the Council of Ministers held the day before yesterday, Wednesday January 8, 2025, he ordered the Prime Minister, Ousmane Sonko, to carry out this validation process, accompanied by the regulatory texts, instruments and mechanisms necessary for its application, in the context of the exploitation of the country’s natural resources.
The Head of State also insisted on strengthening transparency in the extractive industries, while guaranteeing inclusive governance of natural resources, oriented exclusively towards serving the Senegalese people.

In this regard, he underlined the urgency of activating the institutional and financial mechanisms linked to the Stabilization Fund and the Intergenerational Fund, in accordance with Law No. 2022-09 of April 19, 2022, which governs the distribution and management of revenues from hydrocarbon exploitation.

In the same dynamic, the President of the Republic asked the Prime Minister to prepare, in consultation with the Minister of Energy, Oil and Mines, the Minister of the Economy, Planning and Cooperation, the Minister of Finance and Budget, as well as the Secretariat of COS-PETRO-GAZ, the holding of the next session of the said Committee in its new composition, by the end
of April 2025.

EMPLOYMENT POLICY AND TERRITORIAL EMPOWERMENT

The projected economic sovereignty, however, goes beyond these provisions. For the sake of consistency and efficiency, the Head of State insisted on the urgency of making the Territorial Poles operational. These poles, central elements of Senegal’s economic and social policy, must be equipped with emblematic projects within each territorial entity, in perfect coherence with the National Transformation Agenda.

With this in mind, the employability and employment of young people must constitute major priorities. The President called for accelerating the establishment of vocational training centers, while optimizing mechanisms to promote entrepreneurship as well as initiatives in favor of the employment of young people and
women.

In addition, he urged the government to intensify the development of the social and solidarity economy, while expressing its desire to promote the empowerment of Senegalese women, including those from the diaspora. To this end, he insisted on the rapid adoption of the draft orientation law on economic empowerment
women.

MONITORING-EVALUATION AND VISION SENEGAL 2050

To guarantee effective implementation of strategic orientations, the President of the Republic insisted on the establishment of an innovative monitoring-evaluation framework. This system should ensure monitoring of Vision Senegal 2050, with sectoral and temporal variations, in order to establish governance focused on concrete achievements and measurable results. Ultimately, it will be a matter of dynamically putting the Project on the ramps for take-off in a short time.
