Why Stéphane Troussel wants to transfer the services of the departmental council of 93 from Bobigny to Saint-Denis

The first to be affected are the last to be accused. The inter-union made up of the CGT, South, the UNSA and the CFDT was convened this Tuesday, January 7 by Stéphane Troussel, PS president of the Seine-Saint-Denis departmental council, around a cake. No part of the cake was tasted by the unionists: “ we didn't want to find ourselves trapped in a communications operation », says Sabino Patruno, general secretary of the CGT-Ufict.

On the agenda, an announcement confirming the rumor that has been circulating in the corridors of the administration since mid-December: the move of services to the former premises of the Organizing Committee for the Olympic and Paralympic Games (Cojop), owned of the Icade group, in Saint-Denis.

« This building, a legacy of Paris 2024, empty and available, represents an opportunity to bring together central services in good conditions, within the same building », explains Sébastien Troussel. Only the symbolic room of the departmental assembly would remain within the historic town-prefecture of Bobigny, designated as an administrative city since the creation of the department in 1965.

« By moving from Bobigny, the territorial balance is called into question. There is a question in terms of concentration of decision-making placess”, develops Émilie Lecroq, PCF departmental advisor and president of the “Communist, rebels and citizens” group.

10 million euros in savings per year

The inter-union criticizes a project which “ concerned in terms of geographic accessibility and transport, employment and working conditions “. The Pulse building, with a capacity of 2,500 people, is more cramped than the current premises.

However, the agents number 2,700: “ what will become of the others? asked Sabino Patruno. « Under the move, should we expect a disguised social plan? », asks the inter-union. This fear does not correspond to anything » according to Stéphane Troussel while indicating that “the wage bill has continued to increase over the years” within the community.

The real estate plan has also been put together without the staff representatives being consulted, only a few elected officials were informed and warned the unions. “ The debate on this potential has not been finalized, because there was no collective meeting. This is not an administrative choice, but a political one. », specifies Émilie Lecroq.

This unilateral decision-making comes in a context of increased economic difficulties, where the department's debt will have climbed to 1.9 billion euros by 2029. An economy ” potential » of 10 million euros per year, for twelve years, is envisaged by the president of the department with this move.

« We feel a lot of worry and very little enthusiasm from the agents », testifies Sabino Patruno. The conditions in which workers will carry out their tasks will deteriorate, according to the unions. The layout of the space will take the form of flex-office: no office space and no possibility of storing equipment in a specific location.

The president of the department defends this organization by “ the use of teleworking has height of 40% » and the survey of agents who believe that the existing premises are “not not satisfactory in terms of equipment “. In this case, perhaps he could have consulted them again, simply to let them express themselves about their potential future workplace… “The beautiful project of dialogue and social consultation will be carried out with requests from agents to design the work spaces, choose the furniture and organize the premises”, explains Grand Prince Stéphane Troussel.

Furthermore, Mayor Abdel Sadi of Bobigny told La Lettre that this move could have serious consequences for the municipality. “It would be a considerable economic shock,” he is alarmed, while the activity of the municipality and employment are largely linked to departmental services.
