Cities without slums program: a significant increase in beneficiaries

The Minister of National Territorial Planning, Urban Planning, Housing and Urban Policy, Fatima Ezzahra El Mansouri, announced Monday to the House of Representatives that the annual average of households benefiting from the Cities program without slums increased from 6,200 between 2018 and 2021 to 18,255 under the current government mandate.

An ambitious program and concrete results

Launched in 2004, this program made it possible to improve the living conditions of more than 360,000 families, while declaring 61 cities and urban centers free of slums, the minister argued. Furthermore, more than 80,000 households currently benefit from housing units under construction. Ms. El Mansouri attributed these results to effective coordination between her ministry and that of the Interior, as well as the government’s sustained efforts to accelerate the implementation of this program.

A new strategy for 2024-2028

To strengthen the effectiveness of the program, a new approach has been defined as part of the five-year 2024-2028 program, which targets around 120,000 households. This strategy is based on the rehousing model while integrating the private sector. Property developers will be mobilized to provide apartments through calls for expressions of interest. In addition, the program includes the adoption of a housing assistance mechanism, designed as a complementary source of financing for slum dwellers.

Regional Progress and Future Initiatives

Ms. El Mansouri also highlighted notable progress in several regions of the country. In the Skhirate-Témara prefecture, contracts have been concluded with 33,300 households, of which 22,643 have already been rehoused, while the remaining 10,357 benefit from ongoing monitoring. Concerning Greater Casablanca, an agreement signed in July 2024 provided for the resettlement of 62,000 households.

The minister announced that at the start of 2025, a call for expressions of interest will be launched for around 7,000 families in Benslimane and 30,000 households in Marrakech.
