From this Monday, January 6, around thirty staff from the Caisse des Ecoles and technical service agents from the Macouria town hall are on indefinite strike. They are calling for more transparency in the allocation of regulatory bonuses. They also denounce a lack of social dialogue at town hall.

There are around thirty employees gathered on a strike picket set up in front of the town hall of Macouria. From this Monday, January 6, these staff of the Caisse des Ecoles and agents of the technical service of the town hall of Macouria are on indefinite strike.

After and Saint-Laurent du Maroni, the town hall of Macouria is also shaken up by the payment of these IFSE (Function, Subjection and Expertise Allowance) and CIA (Annual Compensation Supplement) bonuses.

The strikers are demanding more transparency and fairness in the payment of these annual allowances awarded at the discretion of the mayor to his staff. In theory, they are paid on the basis of work performed and a regulatory assessment.

“At the IFSE level, we discovered inconsistencies on the amounts allocated to this or that person,” assures Hélène Edwige, general secretary of the UTG of Macouria town hall.

Some amounts are higher than others, for people who are sometimes in the same position and have the same missions.

The strikers denounce discrimination between employees. Most are classified category C, with low salaries. These bonuses are therefore a real boost.

On December 18 and 19, a first two-day movement of discontent had already broken out at Macouria town hall. He hadn't given anything.

As in Cayenne and Saint-Laurent, the UTG denounces the emptiness of dialogue within the joint bodies and the game of the mayor and his DGS who are betting on the dissipation of discontent.

The UTG is awaiting the opening of negotiations. She proposed a 200 euro net bonus for all agents. “We want the same basis for everyone, says Hélène Edwige. Because some employees were on derisory amounts. But at no time were we invited to the negotiating table.”

When contacted, the town hall did not wish to comment on the strike.

The strikers say they are determined to obtain satisfaction. “We are forced to mobilize because some win the IFSE and others have nothing, assures Steve Alexis, technical agent at Macouria town hall. We are not here for pleasure, we have to fight. As a simple agent, I find the mayor's attitude regrettable, because this situation bothers and impacts everyone.”

And starting with the children and the parents of the students. The drop in enrollment has disrupted the functioning of educational establishments. To deal with this strike, the Macouria town hall told parents to be “constrained to adjust school schedules to ensure continuity of school reception“in “secure and suitable conditions”.

In elementary schools, students are therefore welcomed on Mondays, Tuesdays, Thursdays and Fridays, from 7:30 a.m. to 1:30 p.m. only. An additional recess is added in response to the lengthening of the morning of classes.

Another consequence of the strike : the canteen is suspended. Snacks are offered to students. School transport has also been adapted to the students' new class schedules.
