The four associations are contesting the route of Voie Lyonnaise No. 12 in the Rockefeller and Montée du Chemin-Neuf sectors, denouncing in particular a lack of consultation and undervalued impacts.
They thus initiated litigation action against the Métropole de Lyon. In a joint press release, they announced that they had filed, on December 26, two appeals for annulment before the administrative court of Lyon. These requests aim to contest deliberation No. 2024-2300, adopted on June 24, 2024, which validates the results of the consultation, the work program and the budgetary envelope linked to the development of Voie Lyonnaise No. 12 (VL12 ).
Associations I like Montchat, CIL of Montchat et Chaussagne Park Association are particularly opposed to the route planned in the Rockefeller sector (3rd and 8th arrondissements). For their part, the members of Don't touch Saint-Just and my hill denounce the passage of the VL12 on Montée du Chemin-Neuf, in the 5th arrondissement.
“No real impact study was presented to us”
The press release lists several grievances against the Metropolis. “No real impact study has been presented to us, which gives the worrying impression that the Metropolis is navigating by sight, driven solely by dogmatic considerations,” they write. Lyon associations also criticize the “sausage” of the project, accusing the Metropolis of having cut the VL12 into sections to circumvent an overall assessment imposed by the environmental code.
The latter also denounce a diversion from the initial objective of the project, considering that “the development of cycling has been misused to dissuade motorists from entering and driving around Lyon”to the detriment of hospital infrastructure and residents of adjacent streets.
Finally, they point to a lack of consultation. “The consultation was carried out using insufficient methods and under conditions which did not make it possible to faithfully transcribe the expression and contributions of residents and local associations,” they say.
