MP Abdou Mbow expressed concerns about the government’s use of advance decrees.
He submitted a written question to the Minister of Finance and Budget, aimed at clarifying the conditions surrounding the commitment and opening of a payment credit of 848,070,280 CFA francs.
According to Mr. Mbow, a ministerial decree, dated July 30, 2024, had been taken to structure the committee responsible for assisting ex-detainees.
However, the next day, an advance decree authorized the release of a substantial sum, he stressed.
Questioning the urgency justifying such a decision, he expressed his doubts as to the completeness of the census of beneficiaries at this period.
The MP also recalled article 23 of the Organic Law relating to finance laws (LOLF) 2020-07, which stipulates that such credits can only be opened in emergency situations of national interest.
Pointing the finger at the government majority, he criticized the ratification of three decrees in advance during the examination of the amending finance law, without prior explanation.
Abdou Mbow multiplied his questions towards Minister Cheikh Diba, seeking clarification on the financing of the legislative elections via an advance decree.
He asked why article 23 of the LOLF, which requires their ratification during the next finance law, had not been respected.
