Ten new measures to facilitate access to housing for everyone.
The Region is launching Act II of the Sustainable Housing Plan which it adopted in December 2023. It is thus intensifying its support for housing in the face of a worsening crisis, by voting for ten new measures so that everyone has access to affordable housing. quality, affordable, wherever he lives in Occitania.
« Despite a growing disengagement of the State, particularly in terms of construction and energy renovation, the Region is choosing to act outside its competences, to respond to the urgency expressed by the inhabitants of our territories » notes Carole Delga, president of the Occitanie Region.
In Occitanie, the Region is adding a new floor to the Sustainable Housing Plan (PHD) which it adopted in December 2023. During its Plenary Assembly on December 19, it established Act II of this system intended to combat the shortage of housing supply, the deterioration of the housing stock and the growing gap between rents and income.
The result of extensive consultation carried out from January to June 2024, ten measures have been added to the 15 already undertaken, which brings the effort devoted by the Region and its partners from 150 to 200 million euros. This PHD is also deployed in partnership with, in particular, the CRESS Occitanie, Fibois, ADEME, Envirobat and even private actors like Lez Coopto name just a few.
The first 15 measures of the PHD had the priority objectives of stimulating the supply of housing and combating thermal strainers. One year after their launch, the results are there: nearly 30,000 homes have been renovated or are being renovated and more than 700 trainees or beneficiaries of the Ecological Income Youth are trained in green professions in sustainable housing. Envelope already committed: 66 million euros.
Main objective of the PHD: to encourage the construction of dignified, adapted and beautiful housing for “living well in Occitanie”. It thus aims to increase the supply of social housing, in particular by supporting municipalities in their construction and renovation projects. It also intends to contribute to a territorial rebalancing of supply, eliminate thermal sieves and revive business activity and employment.
Helping families access quality, low-rent housing or become owners of their home at below-market prices: this is the first objective of the ten new measures. To do this, the Region will be the first in France to guarantee loans from citizen and solidarity property companies. From the first year, 300 families and more than 1,000 residents will benefit.
At the same time, the rental market will be stimulated thanks to the implementation of solutions aimed at increasing the supply of long-term rentals, particularly in areas in tension.
This is the second major objective. The renovation of collective housing will be accelerated, notably through the Renov’Occitanie system refocused on co-ownerships. The implementation of local, innovative and ecological solutions, such as hydrogen boilers or reversible habitatswill be supported, as will the use of local wood and the reuse of construction materials. The activity of local businesses will thus be stimulated.
Third important objective for the Region: supporting the emergence of new green professions, sparked by the dynamic initiated, such as those in concierge services. The skills development of craftsmen will also be supported as part of the renovations of buildings in rural communities, favoring local jobs and know-how.
Intended to build Act II of the PHD, the consultation carried out from January to June 2024 by the Region mobilized more than 2,500 participants and 80 partners, including citizens, professionals and elected officials. Meetings and events were organized throughout Occitanie. Finally, the website set up to facilitate the participation of residents of Occitanie has collected more than 539 contributions.
